The southwestern mountainous area of Wucheng District is a typical drinking water source in the province The conservation functional area has 5 medium-sized reservoirs, which are “big water tanks” for millions of citizens. In order to better protect drinking water sources, business projects such as homestays, farmhouses, and rural tourism in the surrounding areas have been closed, resulting in the “return to thin” collectives in some villages.
Administrative villages in the drinking water source conservation functional area participate in the Wucheng District Village-level Collective Economic Industrial Park project in the form of an “enclave” to promote the village-level collectives in the drinking water source conservation functional area to get rich. The total investment of the project is 128 million yuan, including 60 million yuan of state-owned capital and 68 million yuan of village-level shares, involving 85 participating villages.为降低经济薄弱村参与项目的融资成本,村级入股的资金中包含省级试点资金1350万元和区财政配套补助1350万元。
同时,婺城区政府与当地农商银行联合推出金融消薄产品——“乡村振兴·富村贷”,经济薄弱村可按3.625‰的月息享受基准贷款利率,额度最高可达50万元;此外,对参与集体经济发展项目的经济薄弱村,给予70%的贷款贴息。产业园重点发展汽摩配产业,委托第三方运营团队开展厂房出租、小微企业入驻、基础设施维护、消防安全等日常经营管理。
“飞地抱团”项目形式,打破了地域、资源限制,让更多行政村得以参与。园区建成后,可供10个左右汽摩配小微企业入驻,每年可产生租赁收入约1000万元,减除税费、运营成本等必要开支后,85个参股村平均每村每年可获得经营性收入5万元以上。

》三门县基金式扶持·消除集体经济薄弱村项目
三门县的经济薄弱村数量多、资源匮乏,主要通过异地建造或购置物业来发展村级集体经济。为加快经济薄弱村脱困转化,发展壮大村级集体经济,三门县探索推行基金式扶持村级集体经济发展模式,确保村集体获得稳定收益。
通过省以上财政补助资金1500万元、县级配套资金200万元、村集体自筹资金设立基金,由三门县农村综合改革领导小组管理,用于扶持经相关部门确认的经济薄弱村。
基金运作主要有两种模式,一是对于目前无自主发展项目的经济薄弱村,经有关部门确定列入三门县村级经济发展有限公司股东的,基金暂存该公司,公司再将资金委贷给县国投公司,国投公司给付的利息收入每年以股东红利方式拨付给股东,作为经济薄弱村的经营收入;二是对于列入基金式扶持的经济薄弱村,有较为成熟的发展村集体经济项目的,经有关部门审核同意,可退回其投资款,专项用于项目建设。
基金设立6年以来,共取得利息收入近1100万元,支付扶持村分红1025万元,消除了38个无区位优势、无资源优势发展村级集体经济的薄弱村,村集体每年至少有5万元的稳定收入。

》衢州市衢江区莲花镇·扶持村级集体经济试点项目
莲花镇为省级农业特色优势产业强镇,是衢江区的主要粮食生产区之一,下辖23个行政村,全镇农作物播种面积6.8万亩,土地流转率达50%以上。莲花镇扶持村级集体经济试点项目惠及下辖的10个行政村、1.92万人。
为实现土地经营收益最大化,村集体成立土地股份合作社,负责土地流转、承包合同签订、股金分配等事宜,农户或村民小组以1亩地/股入股合作社,保底价为500斤稻谷/股/年。合作社获得的土地实际面积超出承包面积部分和整理后溢出面积租金收入、竞标发包的溢价收入除预留40%作为保底基金外,其余60%作为年底股份分红。目前,莲花镇7个村已流转土地3500亩以上,村集体根据本村产业发展规划把连片流转的土地承包给本地家庭农场主打造家庭农场集聚村,或承包给外来客商发展现代农业。
项目实施后,带动了农业产业发展,有效促进农民增收、集体增收。比如,莲东村将300余亩土地外包给玉环市的客商种植白枇杷,村集体年增收8万余元,带动4户农户种植白枇杷80余亩,帮助80余名村民在家门口拿“薪金”。
